- Over 35 years of both long and short-term technical assistance, international business and economic consultancy services in 17 countries: Ireland, UK, Saudi Arabia, Maldives, Trinidad & Tobago, Estonia, Latvia, Bosnia and Herzegovina, Croatia, Montenegro, Czech Republic, Slovakia, Malta, Democratic People’s Republic of Korea (DPRK), Lao Peoples’ Democratic Republic (PDR) and Kenya.
- General economist with extensive experience in public financial management, public investment planning and medium-term expenditure frameworks
- Experienced in the application of the PEFA (public expenditure and financial accountability) methodological framework
- Capacity-building and training in public finance in all stages of budget cycle – fiscal planning, budget preparation, budget execution, reporting, monitoring and evaluation
- Extensive experience in application of new public management approach to performance-based budgeting, strategic planning, formulation and monitoring of output and outcome indicators
- Sound knowledge of EDF and EU development policies and procedures
- Excellent inter-personal skills including team leadership on large and small projects
- Excellent report-writing and presentation skills
- Member of the Society of Business Economists
- Strong experience in public budget planning and MTEF
- Many years’ experience delivering technical assistance in budget planning and public financial management to Ministries of Finance, Economy and Planning
- 6 years’ experience as public investment advisor in Estonia, Latvia and Kyrgyzstan including costing of expenditure programs
- 5 years’ experience of program budgeting in Saudi Arabia, costing expenditure programs and rolling out Medium Term Expenditure Framework to all line ministries
- Proven experience in developing and delivering training guidelines in Estonia, Latvia, Montenegro, Bosnia, Malta
